A new foundation for Wyoming's animals
Secure Paws Foundation Inc. is a Wyoming public benefit nonprofit corporation, incorporated in October 2026. We raise funds so that animals in need can get safe care and a second chance.

Our mission
To protect vulnerable animals by funding their rescue, veterinary care and rehoming, by supporting the shelters and volunteers who care for them, and by helping communities treat animals humanely.
Charitable purpose
Under our Articles of Incorporation, the foundation is organized exclusively for charitable, educational and scientific purposes within the meaning of Section 501(c)(3) of the Internal Revenue Code. No part of our funds may benefit any private individual. If the foundation is ever dissolved, its remaining assets must go to another organization with a charitable purpose or to a government body for a public purpose.
How we intend to operate
- We will pay veterinary clinics, suppliers and service providers directly, rather than giving cash to individuals.
- Before supporting a shelter or rescue group, we will confirm that it is a legitimate animal-welfare organization and ask for receipts or reports showing how support was used.
- Animals placed for adoption will be vaccinated and sterilized when a veterinarian advises it, and adopters will be screened.
- We do not operate a shelter or public facility, and we do not sell goods or services.

- Rescue, transport and foster care
- Food, bedding, medicine and supplies for shelters
- Community education materials
Operating costs

- Website and basic administration
If you ask us to use your gift for a specific program, we will. If that program is fully funded or ends, we will use the gift for the closest similar purpose.
Financial transparency
We have not completed a fiscal year yet, so no financial reports exist so far. After our first fiscal year, we intend to publish a summary here of donations received and how they were spent by category. Once we file annual returns with the IRS, copies will be available on request, as federal law requires for tax-exempt organizations.
Our application for 501(c)(3) tax-exempt status is pending with the IRS. Until it is approved, we cannot confirm that donations are tax-deductible. We'll update this page as soon as we receive a decision.
